In early January 2016 the Secure Central Registry (SCR) was moved to the Michigan Online Educator Certification System (MOECS). This move allows educators to view their SCECHs and other professional development hours in one location. To apply for SCECHs and view transcripts your Personal Identification Code (PIC) must be registered on your personal account page. This step matches SCECHs to your account in MOECS. This is a mandatory requirement to receive SCECHs through MOECS. Instructions on how to register are located on the MOECS website at: CLICK HERE
WHAT ARE SCECHs?
State Continuing Education Clock Hours (SCECHs) are credit hours earned through state approved in-service, workshops, trainings, or conferences. These credits are used for the renewal of selected certificates issued by the Michigan Department of Education (MDE).
WHO NEEDS SCECHs?
Individuals who hold the following certificates and licenses are eligible to obtain and use SCECHs toward certificate/licensure renewal:
- The Provisional certificate
- The Professional Education certificate
- The Occupational Education certificate
- The School Psychologist certificate
- The School Guidance Counselor license
- The School Administrator certificate
HOW DO I RECEIVE SCECHs?
SCECH coordinators upload qualifying participant records to the Secure Central Registry (SCR). An automated email is sent to each participant with instructions to complete an online common evaluation. SCECHs will be processed when the evaluation has been completed.
ARE SCECHs THE SAME AS CEUs?
No. Generic CEUs cannot be used toward the renewal of the certificates listed above as they do not meet administrative continuing education requirements.
CAN I USE DISTRICT PROVIDED PROFESSIONAL DEVELOPMENT HOURS (DPPD) INSTEAD OF SCECHs?
Due to recent reinterpretation of MCL 380.1527, the Office of Professional Preparation Services (OPPS) allows educators to use District Provided Professional Development (DPPD) toward progression from the Michigan Provisional teaching certificate to the Professional Education certificate and for renewal of the following MDE issued certificates or licenses:
- Professional Education Certificate
- Occupational Education Certificate
- School Administrator Certificate
- School Counselor License
- School Psychologist Certificate
- Progressing from a PROVISIONAL to a PROFESSIONAL Certificate
- *Note: Those holding provisional certificates cannot renew their provisional certificate using SCECHs
